The scene cold opens with an overhead view of a beautiful suburban street in Dallas, Texas.
Narrator: "Dream Street is your everyday classic American neighborhood. You feel comfortable letting your kids go off to play, nobody worries about locking their door, everybody says howdy to their neighbor. There are no feuds. All are happy.
The neighborhood is overseen by one man, his name is Peter Dix, but the neighborhood residents know him as patrolman Pete.
Pete walks around the neighborhood most days, making sure that young people continue to follow the law, and don't grow up to be miscreants and criminals.
He takes his job very seriously."
The scene slowly fades in on a man who can only be Pete. He wears a bad copy of a police uniform, complete with a plastic badge, and a pair of plastic handcuffs.
Pete: *singing* "Bad boys, Bad boys what you gonna do? What you gonna do when they come for you…?"
Suddenly he stops, looking towards the ground with a disgruntled expression on his face.
Pete: *normal voice* 'What do we have here?"
He takes a few more steps. The camera pans toward the spot where Pete stares. He kneels down, picking up the bubble gum wrapper, which a neighborhood child has dropped.
He shakes his head looking disappointed. Soon he straightens up and clears his throat.
Pete: "Children, Would anybody like to come clean about this litter?"
The neighborhood kids who have been playing in the street look around at one another accusingly. Nobody speaks up.
Patrolman Pete nods his head understandingly.
Pete: "Listen Children. This here is a crime."
He brandishes the bubble gum wrapper towards the children.
Pete: "Littering can possibly hurt the environment, and could possibly hurt you. You don't want to trip and fall over litter."
The children nod looking annoyed with Pete.
Pete: "Now children I am going to show you how to properly dispose of litter."
Pete walks up to the nearest garbage can, and throws the bubble gum wrapper away.
Pete: "See Children. Litter can be nasty. You have to throw it in the garbage, just like it's Vincenzo…"
The children all look around at each other.
Several kids ask who Vincenzo is all at once. Pete nods his head then kneels to the children's level to explain.
Pete: "Vincenzo is a Ne'er-do-well who I will be teaching the law too at Dystopia 16. Vincenzo is a very bad man who didn't follow the rules, and so now I am going to do what his Mommy and Daddy didn't and that is discipline."
Pete smiles and ruffles the hair of the closest kid. He stands up and begins to walk away humming bad boys as he does so.
Kid 1: "What a loser."
One kid says, the others agree as they continue playing their baseball game.
Narrator: "That is the life of Patrolman Pete. Come back to visit us again!"
